Council members voted Tuesday night to send the East Lansing City Center Two Proposal back to the city's planning commission.
The project would be located on the northwest corner of Grand River Avenue and Abbot Road in a stretch of buildings that have been out of use for years.
The council wants the commission to re-work some of the parking details before they consider it.
The planning commission is expected to discuss city parking sometime in late March.
