Board To Consider Possible Ballot Questions

A Detroit-area man wants to amend the Michigan Constitution so voters can repeal laws that include spending measures.

The contentious right-to-work law that passed in December isn't subject to a referendum because Republicans added an appropriation to it.

After voters last year repealed a law giving more power to state emergency managers, lawmakers passed a similar law with an appropriation. Bill Lucas of Ferndale says voters should be able to have a say on any law.

A state election board will consider whether to approve the form of his petitions on Friday. It's not clear if Lucas will get outside financial backing to gather hundreds of thousands of signatures to qualify for the ballot.

The Board of State Canvassers also may consider wording of a ballot measure to ban fracking.
