Senate Republicans gave the final approval of the Blue Cross Blue Shield over-haul Tuesday.
The legislation will now be sent to Governor Snyder for his signature. If he signs the bill, the largest Health Care Insurer will be transformed from a charitable trust to a customer owned nonprofit, which would end it's exempt status.
Opponents of the legislation say that this would hurt senior citizens with Medigap Coverage.
Supporters say the changes are meant to modernize the insurer to adjust to the new federal health care law.
Last year Snyder vetoed a similar bill because it included abotion provisions he did not support.
