INGHAM COUNTY, Mich. (WLNS) - Smoking prevention experts in Ingham County say "preemption", a law banning Michigan counties from establishing programs meant to prevent underage smoking, exists because of the "big tobacco" lobby.

We decided to go to the source, and speak to a former lobbyist for the Tobacco Institute about the controversial law.
