Council To Conduct Detroit Business During Recess

DETROIT (AP) - The Detroit City Council is starting its first full week of the board's annual winter recess.

The council says in a resolution the recess will allow it to implement administrative, operational and staffing changes as five newly elected councilmembers begin transitioning to the office.

Current councilmembers will conduct city business that does not require deliberations. The recess started Wednesday and ends Dec. 31.

The five new councilmembers elected in November will join the 9-member board in January.

The council's powers have been reduced since last March when the state appointed Kevyn Orr as Detroit's emergency manager. Orr has control of all city financial decisions. In July, he made Detroit the largest U.S. city to file for bankruptcy.
