(WLNS) - One thing growing in popularity is streaming video on line by using programs like Netflix and Hulu to watch television shows.

But one of the most frustrating things about watching episodes and moves online is sometimes, they're *slow* to load.

New rules could be coming to change that.

There's nothing like sitting down to watch your favorite show, maybe 'Scandal' or 'Orange Is The New Black', and it taking 30 minutes to load.

Yesterday the Federal Communications Commission proposed new rules to change all of that allowing companies like Disney, Google or Netflix to pay internet service providers like Comcast and Verizon for faster delivery to customers.

It's called 'net neutrality', the idea that no providers of legal content should face discrimination in providing offerings to consumers and that users should have equal access to see any legal content they choose.

Any potential deals between content and cable companies as a result of these new rules will be closely looked at by the FCC.

The Commission wants to make sure they don't limit free speech or damage competition.
