Community Review Board Report Critical Of BWL Ice Storm Response

(WLNS) - The much-awaited report on Lansing's Board of Water and Light's response to last December's ice storms is in and the bottom line is critical of the utility.

The Community Review Board published the results of a four-month investigation today.

Mike McDaniel, a retired National Guard general, presented the findings on what happened leading up to and during the storms that knocked out power to more than 35,000 customer, some for nearly two weeks.

The report criticizes the BWL's lack of an cohesive large-scale emergency plan.  It also found that power could have come back 2-3 days sooner if there had been better planning before the storms.

McDaniel said that the BWL could not have known about the deficiencies in its emergency plan because there was no plan.

He also recommended the creation of a regional emergency plan for Ingham, Eaton and Clinton counties.

When asked if the Community Review Board recommended that BWL General Manager Peter Lark resign, McDaniel said that the Board made no specific personnel recommendations.  He added that the BWL has great people and do an excellent job providing power to customers.
