State Updates Permits For Steelmaker, Oil Refinery

LANSING, Mich. (AP) - State permits have been updated for emissions from a Detroit-area steelmaker and an oil refinery.

The Department of Environmental Quality announced the changes Monday for Severstal in Dearborn and the Marathon Oil Refinery in southwest Detroit.

Severstal's 2014 permit expands testing requirements, adds emission limits for fine particulates, enhances emission and operational monitoring requirements and provides the DEQ with more tools for ensuring continued compliance.

Officials say Severstal exceeded levels allowed in a 2006 air permit on many occasions, but remained within federal air safety guidelines. The state issued 38 notices of violation since 2010.

Updates to Marathon's heavy oil upgrade permit involve minor physical changes such as valves and piping, emission limitation adjustments and production adjustments. Some operations will see a decrease in the allowable emissions.
