- Battle Creek, 6 percent, compared with 7 percent.

- Bay City, 7.7 percent, compared with 9.1 percent.

- Detroit-Warren-Livonia, 7.9 percent, compared with 8.3 percent.

- Flint, 7.8 percent, compared with 9 percent.

- Grand Rapids-Wyoming, 5.1 percent, compared with 6 percent.

- Holland-Grand Haven, 5 percent, compared with 6 percent.

- Jackson, 7.2 percent, compared with 8.2 percent.
